You should already have an example of how to do Relative Comparative Strength. The Explorations are labeled one of these:

MACD of Comparative Relative Strength
The notes in the Explorations tell you how to use it. There are no limitations as to where the Index (or stock) you are comparing to must be located. These are the notes:
"Displays securities where an MACD of the comparative relative strength (i.e. between a security and an index) crosses above its signal line. This was discussed in an article by Gilbert Raff in the
November 1994 issue of "Technical Analysis of Stocks & Commodities." To run this exploration, load a chart of the desired index with the same ending date and periodicity (e.g. daily, weekly etc.) as
specified using the Options button (below). Click your mouse on the price bars of the index to select it. Then run the exploration on the desired stocks. Column A displays the close of each security,
Column B the close of the index you selected, Column C the Relative Strength between the security and index, Column D the value of the MACD of the Relative Strength and Column E the value of the MACD
signal line. The filter does not rely on any of the column formulas so feel free to change the columns to any of your favorite indicators."
