It is save to delete.
It is also save to leave it there.
On a next occassion it will be created again.
It's used by VB(VBA) for a Form's base. A Form is where you can have
your VB Control Tools and other instructions being added to your application.
(Control Tools like Menu's, Bars, Buttons, DropDown Lists etcetera).
