plant disaster.&nbsp; If the plant had been fully secured and instrumented and 
if the people had known what they were doing, the accident would not have

<DIV><FONT face=Arial size=2>Like the Three Mile Island Plant in Pennsylvania, 
it was a disaster waiting to happen.&nbsp; Secondly the Russians and other 
countries ( China and most 3rd world countries) are very poor on industrial 
safety.&nbsp; Concerning the safety of the Tsjernobyle plant, shortly after the 
disaster occurred at Three Mile Island and foreign experts from all over came 
to&nbsp;Three Mile Island to see what they could learn, a Russian expert stated 
that such an accident could never happen in the Soviet Union as all their plants 
were safe. This was laughable as periodically the nuclear power journals in this 
country have had&nbsp;articles about the dangerous Russian nuclear power 
plants.</FONT></DIV>

endemic secrecy not only about disasters and safety, but it seems about almost
