So you haven't upgraded to PRO 7.01 or 7.02, which Save As Template usage was
roughly the original question.

Like your PRO 7.0, in the latest <now older> EOD 6.52 it did used to work too.
And in EOD 6.51 and in EOD 6.5 and in 6.0.

Since the change over to <now new> Personal 7.01 and now <of late> Personal 7.02,
which both are the follow ups to the EOD 6.52 version, it doesn't work for Local Data Files.

So, upgrade your <now old> PRO 7.0 to <now new> PRO 7.01 or <even> PRO 7.02 and
see if it still works for you. But there has already been an answer posted: see you in 7.03.
