If you want to be brutal you can use add/remove programs to remove IE
without removing OE.

It doesn't help. I had already done this, but I repeated this and it still
doesn't help.

If you choose the menu View and Options and then the tab Programs you can
unmark the box "Internet ExplorerShould check to see if it is the default
browser"

I installed the latest version of Internet explorer in order to update
      Outlook Express.
After doing this Internet Explorer became my "default browser". I
prefer to
      use Netscape.
I then went to help in Internet Explorer and followed the instructions
for
resetting my default browser. The program showed that Netscape was
still my
default browser, to enforce this I clicked on the "default button".
Internet Explorer is still my default browser. I rebooted, still no
change
      no change.

I downloaded and installed an update for Netscape, IE still comes up.

Any suggestions on making Netscape my default browser again?
