Despite Steve's funny Detroit accent, I thought the description was pretty
clear. In any case, here's the MetaStock system test version:
{EnterLong and Close Short}
BBHistogram:= (CLOSE + 2*Std(CLOSE,20) -
Mov(CLOSE,20,SIMPLE)) / (4*(Std(CLOSE,20)))
* 100;
Cross(0,BBHistogram)
{Enter Short and Close Long}
BBHistogram:= (CLOSE + 2*Std(CLOSE,20) -
Mov(CLOSE,20,SIMPLE)) / (4*(Std(CLOSE,20)))
* 100;
Cross(BBHistogram,100)
If I recall, he sets the system tester's testing options to enter and exit
on the subsequent day's open, but you can try different variations to meet
your own requirements.

Let me see if I understand this system:
There has been talk of a free trading system but this
is all I have seen. The trading rules are unclear.
BB Histogram:

Sell the opening
> days after the BB Histogram penetrates 100 and buy
when it penetrates

This is my interpretation and I would appreciate it
if anyone has a clarification, since I don't have the
charts, and there is nothing more explicit on Steve's
site.
1) Sell the opening (long or short) X-number of days
(?) after the indicator above moves from below 100 to
above 100. (Is this on a close-to-close basis?)
2) Buy or cover when the indicator goes from above
100 to below 100 or from above 0 to below 0 X-number
of days after that occurs.
I sense the general idea of the system but not
the precise trading rules. It needs to be made much
more exact, e.g., a) how many days after the signal
does one act; b) Is this close-to-close or intra-day?
c) Is this to initiate or to go short or add to a
position?
We have the outline of system, but not specific
trading rules here. Steve undoubtedly understands this
system, since he applies it so well, but there is a
reason why no one else uses it: they can't understand
it.
