You can use the DOS "tracert" command to trace an IP address.  I use a
friendly graphical program called "PingPlotter" from
http://www.nessoft.com/pingplotter to track down (and time) random IP
addresses.  When I trace the number you gave I get "Destination Unreachable"
;-(  However, the last two entries in the trace before that are at
"online.no" and, before that, "telenor.net".  So I'm guessing that its a
dialup account at online.no.  Visiting http://www.online.no reveals a
"Nextel.no" site that is probably an ISP (I can't read Norwegian).
Telenor.net doesn't seem to have a webpage, but
http://www.networksolutions.com/cgi-bin/whois/whois/?STRING=telenor.net
gives the contact info.
