I did hear this on the news some while back, and knowing the greed of the 
local phone co's it is no doubt a desire of theirs.  But I don't believe it 
has gotton to the bill stage.

As for jurisdiciton, that falls to the FCC.

Do you have proof of this?  Did YOU actually hear this from CNN or did
you hear it from someone else?
