Well I backed up my critical files, uninstalled, reinstalled from the 6.5
release CD, applied the upgrade to 6.52, and finally restored my critical
files.  It worked like a charm.  I even got the mysterious congratulations
message.  So far all seems to be working well, but I haven't fully exercised
everything yet.

As for SP4 - I had my reasons at the time but I don't recall what was
included in it so I can't be specific.  I do know that it has not caused me
any problems to date that I am aware of.  Given the solution to this install
problem I would not lay it at the feet of NT 4.0 w/ SP4.

Ron,

I just ran the patch on my "workhorse" PC with NT4.0 build 1381 SP3.  It
went smooth as a new year baby's butt.
Do you have a specific reason why your using SP4?  My understanding is that
SP4 can cause more problems than it fixes and should only be used to fix a
specifically identified NT4 problem.  If you don't have to have SP4 then
undo it and apply  SP3.  Just my unexpert opinion based on 3-4 years of
battling with Win NT to get thinks to work smoothly.
