To understand this, and its not unique to this land, you have to read things
like the Peter Principle, Doonesbury and related books.  The term "kicked
upstairs" did not originate in this country, and there are similar
expressions in other languages.

Here is a true anecdote for  you.  Back in the days of vietnam, the Pentagon
had a policy of encouraging economy.  A patriotic manager submitted a
reorganization of his department which showed that he could accomplish his
mission with about 60% of its present number of people.  One day he recieved
2 memos, one from the secretary of defense, Macnamara, praising  him for his
suggestion, the second informing him that since he now supervised a smaller
group than before, he was being demoted 2 grade levels.  I think I read it
in the Washington Post.

After the Challenger disaster, NASA awarded Thiokol a $30,000,000.oo bonus
for meeting or exceeding the schedule deadlines.
