I don't know of a free/shareware, but WRQ has one bundled in their TCP/IP software. They may sell it independently.

I am beginning to muddle through creating a personal web site. I
created my beautiful Index Page in Word and tried to Upload to a site
I had established at Tripod.com. It appears I need yet another
Plug-in. This is to act as Server (I guess, as opposed to Client) for
FTP (File Transfer Protocol). Does anyone know of a good program to
do this?
