Unfortunately, Metastock 6.x no longer works that way - I wish it did.
Ctrl-Arrow moves a seemingly arbitrary amount (roughly a month and a
half on daily charts) in the given direction.  In MS 6.5 you must
Shift-click on the left or right arrows at either end of the x-axis
scrollbar.
