That was my same thought, but I know this one as "Sturgeons Law".
Science Fiction author Theodore Sturgeon is reputed to have been told
that he was wasting his talents writing SF because "80% of Science
Fiction is crap." His reply: "True. But 80% of *everything* is
crap."
