You can run it in a PC emulator like Virtual PC, Parallels, or VM Workstation. You will just need to get ahold of an older OS from XP on down to install in the emulator. I have not tried Patternz in Win 7.
Patternz was written in VB3 (ancient 16-bit stuff) and Bulkowski seems to have no interest in updating his code.
