To include a quote character in a string, simply escape that character.
Certain characters, such as tab character, newline, and quote must be escaped. This is accomplished by preceding the character with a backslash. The following example provides the quotes that you requested, as well as including a newline character at the end of the line.
fh = fopen(...);
...
fputs("\"Date\",\"Time\",\"Open\",\"High\",\"Low\",\"Close\"\n", fh);
...
