I believe that these changes are targeted at the individual consumer. If you were to subscribe to a 'business' level of service, you would almost certainly be immune to any throttling.

I wonder if this would slow down our data feeds and perhaps make it
impossible to effectively scan the market in real-time. Or is the data
received from data venders in a format that bypasses this restriction?
