Yes, count can be variable. Illustration:

for( i = 0; i < 30; i++ )
{
  printf("outerloop i = %g\n", i );
  for( j = i; j < 2 * i; j++ )
   {
     printf( "innerloop j = %g\n", j );
  }
}
