I am the person who created this plugin.  It appears that the problem is that I created it using VS 2008 and Win32 Dev Kit.  Unless the deployment machine is a dev system with VS 2008 and the Dev Kit machine, the dll will not work. 
 
Anyhow, I have fixed this issue by switching to the Dev-C++ compiler mentioned in the ADK notes.  The new version of the ABKeyState plugin works on my non dev system now.  The new package is in the files section of the group board.
 
Sorry for the mix up.  I hope you get as much use from this plugin as I do.

this is awesome. i would suggest you to add this to the UserKB as it would be a very useful too. i have always looked for a feature like this.
