If you read TJ's response here you will see that there are a number of 'events' that cause the chart window to update periodically (the exact definition of 'periodically' is something TJ will need to answer).
But for example, even if you have no ticks coming into your chart, refreshes are still required to update output to tooltips or the interpretation window, or indeed the data window, as TJ mentions.
