I have been running phpBB and it does NOT have posting via e-mail.
Receiving notifications is NOT the same as posting, replying and receiving
all messages (not only subscribed threads) by e-mail.
Such functionality does not exist in phpBB.
There are 3rd party "add-ons" that attempt to do that but they are highly unreliable.

Running phpBB in the past proved to be huge headache due to
a) vulnerabilites (I had 2 cases where phpBB vulnerability and bad coding lead
to comproming server). phpBB is quite popular target for hackers
b) spam - there are bots that are programmed especially for phpBB that
subscribe 50 new users each day and spam your board.
