I adjusted some code of mine. You will have to set the 30 min interval to your local needs, so adjust:

 

starttime = 153000;
endtime = 160000;

code uses parameter window. Right click, parameter, and choose what you want to display.

the first half hour of the trading day using the H and L of those
first 30 minutes and plot the lines for the remainder of the day.
