It should take less. Maybe you have firewall problems.
I checked and it backfills with speed of about 500+ bars per second, so
backfill of 1000 bars of single symbol using IQFeed takes about 2 seconds on my end (2mbps DSL)

Indeed it used to be faster in the past (3 or 4 times faster from memory), so I guess some limits were added by IQFeed recently.
