Give the following a try:
HHVClose99 = HHV(Close, 99);
PrevHHVClose99 = Ref(HHVClose99, -1);
Rising = ValueWhen(HHVClose99 > PrevHHVClose99, BarIndex());
Falling = ValueWhen(HHVClose99 < PrevHHVClose99, BarIndex());
Colors = IIF(Rising >= Falling, colorBrightGreen, colorDarkRed);
Plot(HHV(C,99) ,"HHV/99" ,Colors ,styleStaircase);
