You are collecting Tick Data, storing it in a CSV file, and want to import that CSV file into AmiBroker every few seconds. That will be really inefficient.
My advice is to subscribe to one of the realtime data sources that AmiBroker supports and have the tick data feed AmiBroker directly.
There are many -- Quotes Plus, DTN IQ, CQG, Interactive Brokers, eSignal, etc.
