I apologize to Dave, and anyone else who had problems opening my file.
Thanks to Tomasz, triplephile, and Millowena for the solutions.
I have added the UNBLOCK instructions to the README in the forum files
area.
I test all uploaded files by downloading them again to a different
location on my laptop, and then opening them. But I didn't get the
problem.
