Not what you are looking for but I'll add it to the record:
SiCom - Singapore commodities - rubber and coffee - delayed prices if
you want to scrape the site - don't know how good they are (they seem
to work closely with Tokyo (TOCOM?)
Did you get what you are looking for?
eSignal seems to be 'the' AB option for those who live/trade outside
the US.
Yahoo for intraday delayed of Singapore main stocks.
Some of the outsiders seem to gravitate to InteractiveBrokers as a
solution for interntional access/cheap, albeit limited, data:

Some of the Aussie brokers are Asian friendly, on account of us being
neighbours etc - sadly, there is no longer an Aus/AB friendly RT
provider available.
