It works PERFECTLY on my end. I can have
charts on any monitor, or some spanning two monitors
or anywhere I wish and it is all saved in a a LAYOUT.

If this does not work for you it can only mean that
your setup is somewhat weird or you are using
some 3rd party program that affects normal operation
of Windows operating system.
(All kinds of "turbo" / "window enhancers" / "window skinning"
and such tend to cause problems with Windows)
Make sure you are using CLEAN genuine installation of WIndows
WITHOUT 3rd party "enhancers".
