You need to initialize WSHshell:

var WSHshell = new ActiveXObject("WScript.Shell"); 

So your function should be:
 
 
 function Download( URL, filename )
 {
     var WSHshell = new ActiveXObject("WScript.Shell"); 
 
     if( WSHshell.Run( "D:\AmiBroker\URLGet.exe " + URL + " " + filename, 
 0, true ) == 0 ) return true;
 
     WScript.echo("Download of " + URL + " failed." );
 
     return false;
 
 }
 
 URL = 
 "http://calendar.forex-tsd.com/type.php?csv=1&date=20080605&calendar[]=4";;
 filename = "C:\FX-Calendar.csv";
 Download ( URL, filename );
