Are you familiar with ASCII  Import?

I think that will cover it for you.

There are examples at the UKB >> DatabaseManagment where I use a 
spreadsheet to create tls formats, ASCII import downloaded files that 
populate some of the info fields and also a link to a few places 
where tls lists can be found.
