I don't quite get why you are using 15 minute DB. It does not bring ANY benefit.
Backfills are NOT faster when using IB because IB imposes 5day backfill len per request limit anyway

Instead, you should use your 1-minute DB and change viewing interval on-the-fly
View->Intraday->15 minute.
