Do you want this?

_SECTION_BEGIN( "Normalized MACD" );

r1 = Param( "Fast avg", 12, 2, 200, 1 );

r2 = Param( "Slow avg", 26, 2, 200, 1 );

//r3 = Param( "Signal avg", 9, 2, 200, 1 );

//Normalized

nmacd = ( MACD( r1, r2 ) - Lowest( MACD( r1, r2 ) ) ) / Max( Highest( MACD( r1, r2 ) ) - Lowest( MACD( r1, r2 ) ), .000001 ) * 100;

Plot( nmacd, StrFormat( _SECTION_NAME() + "(%g,%g)", r1, r2 ), ParamColor( "nMACD color", colorRed ), ParamStyle( "nMACD style" ) );

//Plot( EMA(nmacd, r3), "Signal" + _PARAM_VALUES(), ParamColor("Signal color", colorLightBlue ), ParamStyle("Signal style") );

_SECTION_END();

Maybe you could use this if you want to have MACD with Simple MA:

Title="";
//MACD simple MA and 3,10,16 as input as Linda Raschke use
_SECTION_BEGIN( "MACD SMA");
r1 = Param( "Fast avg", 3, 2, 50, 1 );
r2 = Param( "Slow avg", 10, 2, 80, 1 );
r3 = Param( "Signal avg", 16, 2, 80, 1 );

//ml = MACD(r1, r2);
MA1 = MA(C,r1);
MA2 = MA(C,r2);

ml = MA1 - MA2;
sl = MA(ml,r3);

MACDCol = IIf(ml > sl, colorGreen,colorRed );

Plot( ml , StrFormat(_SECTION_ NAME()+"( %g,%g)", r1, r2), MACDCol,
ParamStyle(" MACD style") );
Plot( sl , "Signal" + _PARAM_VALUES( ), ParamColor(" Signal color",
colorBlue ), ParamStyle(" Signal style") );
Plot( ml-sl, "MACD Histogram", ParamColor(" Histogram color",
colorDarkGrey ), styleNoTitle | ParamStyle(" Histogram style",
styleHistogram | styleNoLabel, maskHistogram ) );
