It is cosmetic thing. 
  
If you float a window (does not matter if it is a chart or 
symbol pane or any other docking pane) you can move it anywhere on the 
screen. 
Now if you have multiple windows floating you may want to 
arrange them nicely over say 2nd monitor. 
A "sticky" feature means that it is easier to arrange because 
floating windows stick to each other if they are moved closer together 
than dozen of pixels.
