I don't have Alertif fully figured out yet but let me know how you go 
with this.

If you are getting alerts every tick then I guess you have your Alertif 
working in indicator mode.

Try these and let me know how you go..

a. Set the behaviour flag to 1+2+4+8 as per help file.
    If you leave this flag blank it defaults to this value anyway.
    For testing set this flag to 1+2 , this allows you to check if this 
is working the way you expect with every new tick.

b. Set your chart time period to 1 hour, the AA settings interval to one 
hour and your Lookback parameter to 1.
   
There are other ways that have been discussed in the past but I haven't 
tested these yet.
