Hello,
The UI is completely user-configurable - all
toolbars are menus are as you want them to be ! -
You can create such button by dragging the View menu item onto
the toolbar (first of course enter customization mode
(Tools->Customize), then drag or copy/paste the button
from the menu.

Perhaps a better alternative is to have crosshair
included as a tool on the drawing tool toolbar. That would work for
me.
