[amibroker] Priority among New Entries and Scale-Ins

Two basic questions:

1)  Comparing New Entries to Scale-ins, does one group have absolute 
priority over the other for execution?  (From my backtesting, it 
appears that Scale-ins are given top priority over all New Entries.)

2)  If one has no New Entries on a given bar, but multiple Scale-ins, 
and there are insufficient positions/cash to execute all Scale-ins, how 
does AmiBroker decide which Scale-ins to execute?
