Yes you are (both;) right.
Manually drawn "items" are stored in the local symbol database (with
associated layer information).
All layers are available to all symbols (and therefore global).

We must be talking of different things.
For example, if I create a custom layer on the SP500 with a series of
circles on
it at certain time intervals and then want to use the same circles exactly
where
they are across all stmbols it doesn't seem to be possible without
inputting
all the same data into every individual chart.
In the above respect layers are very specific to one symbol and are not
'global'
across all symbols. Unless, of course I'm missing something obvious.
