Use status function to retrieve first and last visble index and then use highest/lowest functions

barvisible = Status("barvisible");
upperrange = LastValue( Highest( IIF( barvisible, High, 0 ) ) );
lowerrange = LastValue( Lowest( IIF( barvisible, Low, 1e9 ) ) ) ;
