  As you go down the Irfan-HyperSnap/MWSnap/etc. path you might take a look at FastStone Image Viewer (free).  Combines image view and capture of these programs and then some in one program.

    Compressing jpg files is not very effective (jpg is already very compact).
    (same applies to .pdf files)

    As an example: taking a photo whose jpg file size is 16.9kB and using highest
    compression possible with WinRar results in a file sized 16.8kB. (more compact
    than WinZip can do). Same photo saved as .png file has a size of 110kB!

    On the other hand, for screen shots (having limited number of colors normally) 
    the story reverses: a .png file has the size of 4.33kB while the same file in .jpg format is 21.2kB.

    So, choosing file format in which to save graphics files is more important than external compression
    engines. Sometime, you will have to experiment to find out.

    HyperSnap screen saver has some editing features lets you save information in various formats 
    but is not free. 

    IrfanView is a viewer with some graphics processing abilities (http://www.irfanview.com/)  
    lets you save files in different formats and is free.
