You
may want to exercise caution with all quote providers, none is perfect.
Comparing different sources you'll find differences between all of them and who
is to say who is right?
Given
that no data is perfect I decided to use IB Data, they use snapshots, the
data stream is leaner and imposes less stress on your computing resources. If
you understand what to look for you can design your system with build-in
immunity to extreme price fluctuations.
If you
want to scan an significant number of stocks using eSignal data your system
will probably lock up and become unresponsive.

Low cost? Or do you want it to be
accurate and reliable? I do not think they go hand in hand here, you
get what you pay for If you want the most accurate and reliable then I
would suggest E-signal If you want low cost and do not care how accurate or
reliable the data is there are numerous services out there
Just
depends on what you want
