Using Hour() Minute() Second() or timenum() gives you the time shown for the bar
If you have 60 minute bars set to show time at start of bar period (in
preferences) then it would show 16:00
If you have bar set to end of time period you would get 16:59
If you want the actual time as shown on your computer clock you need to use Now
