I am not Yahoo employee so I don't know.
Yahoo does not publish any information about their
servers or way they protect again DOS attacks.
The fact that they block IPs sometimes was found just by us (I mean all AmiQuote users).
All you can see is just "connection with server was reset" or
"no response".
The lock for given IP stays valid for around 15 minutes.
After that you can download again, but if you exceed the limit you are blocked
again.
Changing IP (if you are on dynamic IP) or using proxy usually helps.

"Fail-safe" settings are simply the slowest possible and found to be working
always by experimentation done earlier by various people
on this and AmiQuote list.

On what settings work depends on so many factors that there is no
general rule. For me (I have 1mbps DSL) 2-3 simultaneous downloads work 
for even largest lists. For smaller lists I can have more.
