I'm the last guy to advise you about programming but
just for the heck of it I altered your code to the
following:
a = DecIssues() + AdvIssues() + UncIssues();
b = DecIssues()/a;
Buy = b < 0.65; //AND RSI() < 25;
//Sell = RSI() > 50;
Notice I put b = < not >. I got 4 buys using the S&P 500
stocks. So maybe your requirements just aren't met.
I even lowered your original code to b > 0.10 and still nothing.
