It looks like ASCii Importer bug.
$NOQUOTES 1 should not be needed at all (or should be set to zero).
It's used only if you import "full name" or "ticker" without any
numerical quotes (ohlcv oi).
I've just tested this on my system. If $NOQUOTES is set to 0 then I
get error messages:
"Invalid (close) price. Prices must be positive. If you want to
import no quotation data please specify $NOQUOTES 1".
If $NOQUOTES is set to 1 then there are no errors but OI data is not
imported.
