Yes, these are Range markers (having nothing to do with cross-hair 
cursor) which you can set by double-click or keyboard. You can them Zoom 
to range. I have customized by keyboard to use F12 for lower bound, 
Shift F12 to upper bound and Alt R to zoom to Range.
