It works for me. I added a plot statement to each and they alternate between 1 and 0 with a one day delay.

myref = Ref(C,-1) <= Ref(WMA((H + L + C + C)/4, 20),-1) ;
//because it always evaluates as True =1

//however, the one below works fine:
noref = C <= WMA((H + L + C + C)/4, 20);

Plot(myref,"myref",colorRed);
Plot(noref,"none",colorGreen);
