Hello,
QP2 plugin *IS* included in 4.70.0 RC1 http://www.amibroker.com/download.html
As for 4.69 - it was BETA - and betas are "updates only" and come without ANY plugins.
As for linking to QP2/QP3 - nothing has changed in this matter - you should use
QP2 plugin.
