Second last may not actually be the safest. (for example 4.64.1 has
'black pane' bug while newest 4.64.2 does not have it)

Actually better 'strategy' is to wait 24 hours since the release of the beta.
If you do not see any problem reports on this list you can assume it is 'safe'.

I just got the idea to provide "BETA SCORE" to beta releases.
The higher the score is, the more important changes were done and thus
there is more risk that something is not working properly.
The meaning of scores would be:

1 - production quality or "release candidate" (very safe)
2 - one of final betas before the official release (safe)
3 - regular beta, few new features/fixes (no major problems)
4 - early beta many new features (may exhibit some problems in new features)
5 - early beta with fundamental changes (may exhibit many problems)
6 - very early beta (may be unstable/crash and have all kinds of problems

The ranking for last betas would be:
4.64.0 - beta score = 5
4.64.1 - beta score = 5
4.64.2 - beta score = 4
