seems to me that if you only know the percentage range then you have 1 known parameter (n%) and two unknowns, the top and the bottom of the range. So you can not solve this. If you add to it for instance that the minimum over that period is 10 then you could solve the top of the range. But for every other minimum value you will get another top.
