Yes, a variable input for time delay would ideal so that
depending on the complexity of the chart or time period you
could adjust the scroll rate. Is there something similar
already out there I can take a look at?

I don't know about #1 but #2 can be done via VBScript or
JScript. I presume
you'd want some adjustable delay between "slides"?
