Hello,

This message is displayed only if tips.txt was modified since last install.
Either you have editied the file or you may have moved the file from other location
and time stamp was updated, so setup thinks it is newer file than the one 
coming with the setup.
Anyway it is harmless as tips.txt holds only a few 'tip of the day' texts.
